Synopsis
CDCM requires the billing of Use of System Charges for HH settled demand customers to be based on clock time.
A Distribution Company uses the D0275 (Validated Half Hourly Advances) industry data flow and correctly adjust it to clock time but retain a GMT billing framework, i.e. during BST, the billing period runs from 01:00 hrs on the first day of the month to 01:00 on the first day of the following month, rather than from midnight to midnight.
This means that during British Summer Time the charging period is not a calendar month.
As a result of this, we are unable to carry out full and rigorous validation of the HH DUoS invoices. We feel that this is a breach of DCUSA.
Under Clause 16.6 – Additional Interpretation, it states that a “charging period” is, subject to any contrary indication, a reference to the period specified in the Relevant Charging Statement (or, if no period is specified therein, a calendar month).
