    We raised DCP 307 ‘Requiring IDNOs to comply with D2021 billing’ in order to address issues we’ve experienced with the billing process, with the intention of expanding the use of the D2021 flow as a method for electronic invoicing across all DCUSA Parties. While the Working Group members were largely in support of the principle of improving billing processes, after multiple meetings and a consultation it became evident that the solution in question was too narrow in scope to satisfactorily improve billing issues. This was in part due to the commercial arrangements needed for use of the D2021 flow and mandating that Parties use such a commercial service would not create beneficial change for all parties.

    It was agreed that expanding the use of the D2021 flow as a method for electronic invoicing was one route to improve the sending and/or receiving of accounts, but other options should be explored. Therefore, a review of the sending and/or receiving of accounts including the use of electronic invoicing as a whole was suggested. This is with the aim of finding the most appropriate way to improve the process and to address any commonly experienced issues in a way that is not detrimental to any Party or class of Parties.

    We would like to raise a new modification that will review issues experienced by Parties due to the different methods currently used to send and/or receive accounts and determine the best solution. The issues identified in DCP 307 and by the Working Group in its meetings will form the basis of the new modification, but we would like SIG’s input on possible solutions to ensure all options are considered.

    The DCUSA SIG considered this issue at the 27 July 2018 meeting. The proposer has agreed to draft a Change Proposal using the guidance received during SIG meeting.
