Volumes data in the CDCM
The intent of this change proposal is to update Schedule 16 by introducing a second volume data set in the CDCM and ARP, identical in format to table 1053, (termed the 'Historic Data Set' hereafter for clarity). This new volume data set would be used to derive the un-scaled (yard-stick) tariffs and would be based on actual volumes. The data used to derive the Historic Data Set would also be included in the Annual Review Pack. The current (forecast) volume data set (termed the 'Forecast Data Set' hereafter for clarity) would then only be used for the scaling of DUoS tariffs to enable recovery of allowed revenue. The consequence of this change will require a change to the CDCM and ARP models.
