Clarification of NUF cap and collar calculations

DCP311 - Clarification of NUF cap and collar calculations||The intent of this Change Proposal is to modify schedules 17 and 18 to clarify which years should be used when determining NUF caps and collars to be applied for each charging year, and to remove an additional year lag which has been built into the legal text for the cap and collar calculations for 2023/24 charges.||
