Amend Table 1 of Schedule 15 to maintain alignment with the distribution licence

The intent of this change proposal is, subject to successful implementation of associated licence changes, to align Schedule 15 (‘Cost Information Table’) with changes to the electricity distribution licence because of COVID-19 bad debt.
