Changes to the DCUSA can be proposed by any party and are voted on by those parties affected by the change. Parts of the DCUSA are restricted and Ofgem makes the final decision on changes raised to these areas. In these cases the vote forms a recommendation, from the voting parties to Ofgem, as to whether the change should be made. The remainder of the document is subject to voting and change decision by the parties without reference to Ofgem.
